In my high school the majority of kids were involved with after school activities, so everyone was getting a bit to eat before practice started. It just was not worth starving until 730 when you get home. Besides they are old enough to make up their own minds.
And that makes sense for high school. The OP was talking about vending machines in the elementary school, and I do think there is a big difference between letting almost adults and children choose what they eat. Hopefully the high schoolers have some sensibility to not fill themselves totally with junk food, especially those involved with sports. But most little kids don't have that kind of self-discipline.
