Staples has Elements 5.0 for $89.99, but with $40 in rebates, it would only be $49.99.

They also have Adobe Photoshop Elements 5.0 plus Adobe Premiere Elements 3.0 and after rebates it is $69.99. I think it is normally $149.99 there.

First, are these good deals? Then should I just get regular Elements or the other one? TIA!

It really depends what you are going to use it for, those prices (before rebates) are the regular prices, so the rebate means you are getting a good deal on either.
The first is just the graphics software while Premier is more for video editing, but can be used to create slideshows etc with your pics.
If it was me, I would go with the cheaper one unless you intend to use the video editing capabilities often as there is ok software that comes installed with Windows to do that
