Irresponsible pet owners

I live in a condo complex and one of my neighbors just found an adorable pomeranian running around fully intact and without any identification on and infested with fleas. Poor guy...she's giving him a flea treatment and brushing him while she tries to figure out who he belongs to.

She should quietly remove him and call Animal Control

yes, fleas are not a good sign that his owners care when it is somewhat easy to manage this problem these days...

at the same time pomeranians can be quite a pain. I had several and one broke of the leash and ran out as a rocket with no obvious reason and it took my whole family several hours to track him down
