Tazers certainly have a lethality statistic associated with them. Generally people with weak hearts (elderly) can die from a tazer stun, since the heart is basically an electrically driven organ. Just place the shock in the right place and dispense the right amount at the right time and you can stop just about anyone's heart.
Just like the resuscitation shock pads can cause death if you horse around with them and "shock people as a joke".
However, currently there really is no other less lethal method that incapacitates someone as quickly and as safely as a tazer. Nothing short of mind control will be 100% non-lethal.
