Flea Repellent - cat safe??

I picked up a small bottle of Buddy Splash's Flea Formula for the dogs, thinking it would be a lot better for them than pesticides, especially since we have only seen two fleas all year. It says for pets, nothing saying it is for dogs only. But is it safe to use around the cats? I wouldn't put any ON the cats, but Chase does sometimes groom Perky, so I don't want to use anything that could potentially harm him.

Ingredients: deionized water, natural conditioner base, aloe vera juice, cedarwood oil, neem oil, citronella oil, wheat protein extract (natural deodorizing agent), vitamin C, vitamin B5

In searching, I found several products marketed for cats with all of these ingredients, but I know that doesn't always mean it's safe, so.. does anyone here know?

I would call a vet either tonight if you have a after hours or er ... or tomarrow

I haven't used any of it yet, so no worries about rushing to ask a vet. I just wanted to see if anyone here knew. I can ask the vet at Chase's re-check for his UTI once I find out when they want him back.
