Annoyed?

Recently at bedtime when I pet my cat he'll start flopping his tail around. Does this mean he's happy or getting annoyed?

Trouts tail flicks when she feels annoyed or playful...its a surefire sign she is either going to bite me or start running amock in the apartment

When Popsie does it though it's more of a lazy flopping rather than a frantic thrashing. That why I wasn't sure what he's trying to convey.
