Urinating on basement floor

Jax is 7 years old. About 2 years ago he suffered from a bad UTI. The vet put him on science diet C/D food. (perscription) When he had the UTI he made it quite clear that he had a problem. Squatting in front of the TV while we were watching it- and there was blood. Since then there has been no problems. In the past 2 months every so often he will urinate in an unifinshed basement bedroom. He is peeing on the cement in a puddle - not spraying. We clean it up immediately. Then he won't go there again for a few days. Litter box is scooped daily and fresh litter once a week. We have 2 boxes because we have 2 cats. Now we are finishing our basement, so we are hanging drywall in that room. He is doing it again. I don't think that he has a UTI but haven't taken him to the vet yet. Does this sound like a behavior problem?

I would put a litter box right where he is peeing.

Because he is squatting in a normal peeing position, and the fact that he's choosing a smooth surface...I think he needs to go to the vet for a urinalysis. I don't think it's behavioral.
