Nope, not in Manitoba. It's a public place, even if it is public by membership.

In Manitoba Marijuana has been decriminalized, to a degree. It depends on the amount you are in possession of. If it's within the allowable limit, you get a fine but no court appearance and no criminal record.

Also, in Manitoba Prostitution isn't illegal either. However, solicitation is, which is what the Prostitutes and their Johns are arrested and charged with. It's not illegal to sell sex. But it's illegal to discuss the monetary exchange for it.
