HELP!!! Need to know WHO SAID "Animal testing NOT an option"

I am working to force an official investigation of reports that a pet food company did and possibly continues to conduct tests of suspect food on dogs and cats.

I have seen and/or heard a respected veterninary scientist/investigator state "Animal testing of the suspect food is NOT AN OPTION".

Someone out there may remember reading that article or seeing the interview....

If you know who that was AND maybe could provide a link for me....please post.
