Public groups

Hi, how does one form a public group in TCS? I know there are none so far, but I was thinking of making one for TCSers with indoor/outdoor cats. Although there have been no open or direct criticisms, I feel there is an undercurrent disapproval from totally indoor cat owners towards those who do not find anything wrong with giving their kitties the freedom of the outdoors. Thanks!

Public Usergroups is a feature that's not used here.
