Question About Caption Pictures...

Is there a rule as to who can view all the caption picture pics? I posted a caption for one great pic this week...but I don't see any other caption pics.
When I tried to post a question about it, in the form of a new thread, I was given a notice saying I don't have permission to post there. Is this only for Premium Members?

a long time ago, [last year, i think?] we used to have a 'caption this' forum, with pix, where people would post their captions, & then we'd vote on our faves. the winner would be entered into a drawing for some kind of prize. but now, those days are gone. there are a few pix still around where we can post captions, but no new ones, & no voting any longer.
