why was Pepper a "foster failure"?

I call Pepper my "foster failure" because I was only fostering her for 2 weeks and she was supposed to go back to my shelter to be adopted by a loving family.

Well, she went back and was adopted by a loving family. MINE!!!

I love her deeply and wouldn't have it any other way.
