Making cat nip toys, ideas?

Hi,

i have some fabric scraps (a tightly woven cotton) and some catnip and some polyester fiber fill
i was going to sew up a few cat toys (if they come out good, maybe donate some to the shelter)

but i can't decide if the catnip should be buried deep inside the polyfill, or sprinkled on the side that will be closest to the outside.

what do you think? how are they usually made?

Most of the toys I have made, or seem made, the catnip is just mixed with the batting. This way it lasts a little longer.

You know, they like the strings, but I stopped making them like that because they end up chewing them off...lol.
