help please, sore on Tiger's mouth

So I just noticed my cat has a swollen spot on one lip and it's starting on the other one. It's not an open sore, but there are little...white dots on it. I don't know how to explain it. Like raised white spots. He doesn't appear to be in pain or anything, but I've never delt with something like this before and I can't afford to go to the vet...we just moved across the country and I have no money. Does anyone happen to have any idea what this is? He was living with a friend for the past month out here and he got fleas for a while, could it be something from that? He just moved back in with me on Sunday so I don't know if he got into something or what and this seems aawefully vague but I don't know what to do and I'm flipping out more then a little. If someone could tell me what it might be that would be awesome.

It might be kitty acne. Does your cat eat/drink out of plastic bowls? If so, change to glass, ceramic, or metal and see if it clears up. Good luck!
