Harriet refuses to drink water in the bedroom, which is kind of her kingdom. She spends most of her day in there. I don't leave the dogs and the cat together unattended.

She comes out in the morning and drinks from the dog bowl and does it at night too.

We have tried several bowls, including the dog bowl from which she used to drink and she STILL won't drink from it.

Do you think that it's okay for her to drink 2x a day? Is it some sort of "desert cat making a trip to the watering hole" thing??

it's driving me nuts!

I don't have the "right" answer for you but at least in my experience (which, albeit, is limited) cats are very particular about where they drink.

My mom's cat will ONLY drink from a bowl that is placed in the bathroom sink and has fresh water in it (my mother refills the bowl twice a day).
or
from a cup on the kitchen counter.

My last cat, Comere, highly preferred to drink from a dripping faucet. He would meow meow meow until you turned on the water for him. Otherwise it was from the toilet.

Cosmo drinks from his bowl in the kitchen, but only after it's refilled with fresh water (I'm thinking of getting him a fountain). Needless to say, I have to put fresh water down a LOT.

My nana's cat refused to drink indoors. It was either a shallow plate outside with water in it, or puddles.

Try one of the flowing water bowls. My cats water consumption probably at least tripled when I introduced it to him. Unfortunately they're a little pricey but if you shop around you can find one for $20 or less.

stewie only does the toilet, the tub, a dripping faucet and now a water fountain that i got as a gift esp for stewie.
the fountain is his favorite. heck i dont care as long as he is drinking.
I refill the fountain every day.

Persi went on vacation with us and had access to a dripping spigot for two weeks which he never had around here. He had always simply drank from a bowl before. Now he is contantly examining all of the spigots in the house and licking them, trying to get water out of them. This appears to be a waiting game at this stage so I am keeping all spigots turned off and keeping him supplied with plenty of fresh, clean water. In a bowl!
(And all toilet lids DOWN.)

You just described our Neely.
I put fresh water out for her daily, (sometimes 2x day), but she prefers to drink out of the dog's water bowl too. His bowls are elevated but that doesn't stop her, she sits perched on his bowl and dips her head and paws in while she laps up the water. Since she drinks a lot I don't mind and Sean, our dog, doesn't seem to mind either. Now if she tried to eat his food that would be a different story!

Gizmo has two water dishes. She prefers the one near her kitty palace, which is about ten feet away from her food and second water dish.

I have seen her drink from the second dish though, so I'll leave it out as well. Gizmo drinks a healthy amount of water and I like to give her the opportunity for choice. Fortunately she has never fancied the toilet or either sink.
