What exactly does this mean???

If someone who's cat I am trying to help rehome, says her cat has FIV but it is not active?

I asked her and she didn't really answer. I only speak to her via email and I think she has broken English.

Do you think she just means that the cat isn't actually sick? Or does it being inactive really mean anything?
