My two male cats, Tweak and Pepper, are 3 years old and have never had a problem with each other. Lately Tweak has been following the other around waiting to attack him. He attacks him whiles he's eating, done using the littler box, etc. Yelling no or time outs wont work and it seems to be getting worse. I don't want to have to get rid of him.

Anyone have any suggestions?

My first question is not meant to be rude, but are they both neutered?

How long have they live together? Have there been any changes in the house that might have Tweak upset?

I know one of my girls attacks my other cats. I would suggest that you take Tweak to the vet to address his attacking Pepper. It is possible that he is in pain & since they hide pain so well, you may not even know. You can also try a Feliway diffuser. You can do a google search or browse the forums for more info on Feliway. There are things like Rescue Rememdy as well, but I have no experince with those type of products. As a last resort for me & my vet, we put Ophelia on Amitriptyline, an anti-depressant in hopes that she could get along with my other kitties.
