Buff cat...if thats the word for it

My house cat right now is doing fine. he's 4 months and healthy. But my concern is that I want him to be a bulky cat at that. What can I do to his diet and living to help that out, or will his mackerel tabby-ness affect this?

Why do you want him to be a bulky cat? He will be what he will be. Being overweight is not good for a cat either.

Nothing really. How muscular he looks will really depend on his genetics. For example, Eve is super muscular for a 6 month old kitten, but she's very slim and wiry due to her bone structure (she's most likely an Oriental or Siamese crossbreed). The best thing you can do to encourage muscles is give him lots of opportunities to play such as cat trees and toys, plus playing with interactive toys with him.

Feeding him a quality food is always a good idea too. Just keep in mind that you want a kitty of healthy weight, not a flabby kitty.

He won't muscle up until after his first year. I find the males get long and lanky the first year and then put on weight the second year. Just like people. Teenagers have fast growth getting tall, then the pounds pour on after that.
