Weird question... turquoise mark...

My cat, Tobee, is just over 3 years old. I "adopted" him from an aquaintance when he was about 8 months old. Ever since I've had him, he's had this weird turquoise spot on his lower belly near the groin area. He has white fur on his tummy, so when I am giving him a belly rub, it is really easily seen. Not that I care becuase he is my baby, but it is REALLY turquoise. Like someone took a teal marker and colored on his skin. The fur isn't teal, just the skin. Anyone every heard of something like this or what it might be from?

Maybe it's a tattoo from his neuter?

First thought in my mind when I saw the title of the thread.

Does the mark have a shape or is it just a blotch? How big is it?

I'd suspect a tattoo.

It's about the size of a nickle and it is just a splotch. Not really any shape or anything.
