Letting the one kitten go at 10 weeks is fine IMO. I started letting the kittens have run about 8 weeks as well, and had a litter pan and their food nearby. I was also constantly showing them where the litter was, especially when they woke up from naps. after a few days, they got the hint, lol. Now i am trying to teach them that its BAD to jump on the stove or the tables, lol.

On letting the one go, it will be hard, but you know they will be going to a good place and having a great life, so that should help a bit!

i would, cause that will ease his transition to the new home. You seem to have it all covered, and are a good mommy to this lil one! Just make sure she has the basics, like the litterpan ( maybe a bit bigger then you use now, i use a covered one, and they had no proble with getting in and out if it) same litter, etc. maybe get him used to some toys now, that you can send with him as well. Good Luck!!
