litterbox digging but no action?

So our 2 year old cat, Escher, likes to go in the litter box and cover up our other cats deposits (she doesn't always do such a good job), but will also go in the litter box and dig around, pawing at the sides of the litter box (we had to get a high-walled one so they would stop kicking it out), and digging, but not going to the bathroom. The litterbox is never bad as it gets cleaned 2-3 times a day and is a very large one, so is he just really anal-retentive about keeping it exactly the way he wants it?

Oh, I feel I should also mention that since he was a Humane Society cat, he picked up the habit of just laying, sometimes napping in the litterbox despite the cat condo, bed, and blanket we have for him (not to mention the couch, our bed, and the chairs that he also loves).

He's been doing it for awhile now, but he hasn't had any problems with urinating or pooping at all. In fact, a couple months ago, he had his only health problem, a small eye infection, and the vet gave him some eye drops and said other than that, he's in perfect health.

He hasn't been acting different either, he's still very needy, following us around the apartment meowing constantly, wanting to be played with, and wanting to cuddle occasionally.

He does often sleep other places, we've actually kinda broken him of the sleeping in the litter box habit, so I'm wondering if he's just digging around in there b/c he's bored?
