    A cute black & white domestic shorthair. As per my experience, I'd be cautious with the plastic bags. The cat can get caught up in it and panic, in addition to nibbling on it. I've read that the plastic bags can be made partially from fish parts.

    It's possible that these cats are part of a Colony that have been TNR'd, and are being fed and cared for.
