I wouldn't stop the one thing that seems to give him some relieve from the stress he seems to be under. I would also look into why he is so uphappy and try to fix it. Sorry to hear he is denied a mate. Cats do so much better when not alone.
Actually I have 4 siamese and they don't meow all the time at all. They're vocal when they want something or we're playing, but they don't go around the house meowing at all.

Hi CJ, I just meant hands off approach in the sense that they set their own pace and are not forced into each others company. Sometimes getting 2 cat together can take as much a year. With lots of patience and confidance building it should get a whole lot better.
