Um, what should I feed it?

I wiped it's nose and it meowed quite a bit, and then I put a little sugar in water stirred it, and gave the kitten a drop of it on it's tongue, but it still won't nurse. I even put some on the mother and it's still just sitting there. It's sibling is suckling just fine but it doesn't want to do...

It also seems that the kitten has a runny nose or something, how the heck does someone deal with that??

Well the mom did lick it a bit, and we dried it and put it next to the mom so it could be fed, but it just sits there. It did meow once I think.

But only one of them is moving and mewing, the other is just lying there gasping what do I do?!

I thought the OP's post was hilarious! As for my 2 cents, I'd say just get rid of your cats. My cats live in the backyard and come and go as they please, so it's never a problem, but I'd probably feel a little like you if they lived in the house.
