My vet is certain that it was a food allergy that caused it. We switched back his food and in time it got better and better until the bump was gone.

It looks like acne to me, not severe though. You can wash her chin with some mild soap once/twice a day until you can take her to a vet.
Is your cat scratching her chin? My vet says that acne is very itchy for cats, so they scratch a lot and that's how the scabs might form. Do you have any photos?
