She's very cute! It looks like acne to me, not severe though. You can wash her chin with some mild soap once/twice a day until you can take her to a vet.

Is your cat scratching her chin? My vet says that acne is very itchy for cats, so they scratch a lot and that's how the scabs might form. Do you have any photos?
