Hmmm... Almost looks like a flea allergy. Does the kitty have any flea's? If so that is a common area for the flea's to irriate and that would be my guess. I hope you find out soon!

Thank you everyone for the replies. I also agree that I must have gotten her from a not so reputable breeder. The vet figures she has ringworm but did not test for it because she said the skin biopsy can be painful and that treatment needed to be started ASAP and it takes time for the results...
