Are you sure she's coughing up hairballs? It could be feline asthma. It's apparently very common. I found a good article about it on another pet website.

My white cat had this problem. What worked for me was to apply witch hazel to the acne. I did this for a few days, which cleared up the problem. Then I read that metal bowls were better. It important to wash the bowls EVERY DAY. This has kept the problem from recurring.
