nows he's come out but he's still acting weird

The only thing he has been doing is sleeping/laying down And he also have cerebral palsy (is that the correct spelling?) And when i moved him he walked a little and it looks like hes walking worse than usual

My cat is acting strange and i dojt onow what's wrong with him. I was scratching him and he meowed like it was hurting him and his mouth looks like its slightly parted. I just wanted to know if he's okay. When we got him the previous owners never took him to the vet so if theres something wrong...
