My boy is 8 months old, my hubbies thinks Julien is fat but now I'm worried because it seems inside his lower belly is kind of mushy and hangs a bit?

I feed my 8 month old siblings a can of tuna everyday spread out into 2 or 3 times a day( total of 1 can per day) the ingredients are tuna, water and salt. Is thin bad?
