In my first post I mentioned the cat enclosure, and hoped it would resolve the problem, he doesn't even go in it just ignores it, if the rare times he does go in it, it just seems like it makes him want to cry more to go outside and runs to the front door whenever anyone goes outside.

I HAVE built a cat enclosure. And even when the other cat wasn't around he still has ALWAYS cried constantly to go outside. He acts like he isn't neutered. I don't know what to do :( I feel like I've tried everything
