I suggest World's Best Cat Litter; clumping, zero dust.

My cat doesn't like dust, so she loves World's Best Cat Litter (it is clumping).  I have just tried Pretty Litter, which is a great concept, but it is really like fine sand and sends off quite a bit of dust when scooped.
