This has worked very for us:
We had two elderly cats, almost 20, and their urine stuck like concrete the bottom and sides of litter pan. We bought plastic litter pan liner bags and it worked like a charm. Just lift up the edge of the bag and the clumps will fall right off of the plastic bag...
