Will you please translate that into simple English, for the techno-illiterates among us (myself included :dunce:)?

The Planet (the datacenter where the TCS server is located) has apx. 20 Gig-E lines or "internet connections" (though they are each about 800 times faster than your normal cable or dsl connection). One of these providers called Level 3 experienced some issues with their connections to The Planet datacenter. Since some TCS users connect from their internet connection to the server via this provider, they of course had some problems.

Hope this clears it up :D.

Anyways, the situation was cleared up a few days ago, so everything should be fine now.
