I have a problem. OUr cats at first would do their business in teh cat litter box. THEn they decided that the garden was way better. Now the small garden we have smells aweful. We covered it up. We are trying to get the cats to go back and pee in the litter box. Not sure they will.

In addition i have neighbors on both sides who hate cats and i am afraid they will start to go in their gardens.

Easy - either build/buy a cat enclosure and put a litter box in there, or keep them inside and only allow them out under supervision. If your cats start using the neighbors garden, you could wind up with dead cats when they get mad enough or your cats will "disappear"!
