Caveat emptor said the Romans, and so say we to you when you go out "shopping" for your new pedigreed cat. There are no laws that I'm aware of when it comes to breeding and selling cats, and it's up to you to learn more about cat breeders so that you can choose the right breeder to get your cat from.

Other options: Shelters are full of purebred cats and every breed has a specific rescue group.
I totally agree. The only problem is that some locations don't have nearby breed rescue groups and you won't always find the breed you're after in the shelter. There's also Craigs List and similar sites where people may be looking to re-home a cat, so you could be helping it stay out of the shelter to begin with. Personally, I'd just adopt a beautiful sweet non-purebred, but I realize many people end up looking for a breeder, so I think it's important for them to follow the right guidelines. Hopefully, more awareness will eventually lead to fewer kitten mills and backyard breeders.
